This position serves as the Organizational Development (OD) Division's, Training and Development Manager of Employee Development & Training (ED & T). The position is responsible for assessing, designing, developing, implementing, managing, and evaluating a comprehensive employee development training program, and other specialized training and development programs, as assigned, for the Administration. The incumbent works independently to develop an annual strategic plan and budget for statewide employee development and training. The ED & T Manager assesses the effectiveness and efficiency of organizational performance to identify employee development strategic approaches. This position collaborates with management and other internal/external stakeholders to respond to employee development requirements necessary for achieving MDOT SHA’s mission. As directed, the incumbent may also serve as a liaison with other Department business units and/or other state agencies.
The Program Manager interacts with key internal and external stakeholders to provide employee training and development solutions based upon in-depth analysis, and expertise in organizational behavior, employee development, and andragogy and motivational theories. This position assists the Division Chief of Training and Development to develop appropriate policies and procedures necessary for achieving employee development goals. This position provides leadership and guidance to the Administration, to ensure completion of the annual employee Professional Development Plans (PDP). The Program Manager conducts outreach programs that promote the interests and activities of MDOT SHA's Employee Development Training programs and special initiatives. This position, as directed, may also offer assistance or guidance to a variety of MDOT SHA training and developmental programs and works cooperatively with a wide variety of employees, in various job classifications, across the administration.
