Position: Training Specialist II

Location: Fairfax, VA

Closing: 12/7/2018 5:00PM Eastern

Description: Conducts needs assessments, designs, develops and delivers training course offerings or arranges for them to be conducted by a vendor. Plans and facilitates process improvement and implementation of new processes. Conducts evaluations and performs related work as required. Specifically, the trainings will be focused on regulatory compliance of Centers for Medicare and Medicaid Services (CMS), Department of Medical Assistance Services (DMAS) Manuals (PSM, CMHRS, ARTS, RTS), Department of Behavioral Health and Developmental Services (DBHDS), Virginia Code and Managed Care Organizations (MCO), coupled with general compliance concepts that ensure best practices are utilized surrounding clinical and administrative functions of all staff members. Partners with compliance staff to ensure accuracy, consistency and timely dissemination of all information. Maintains working knowledge and ability to effectively use PowerPoint, Excel, related software programs and technology. Utilizes time management tools and efficient and effective communication to accomplish all assigned tasks. Facilitates learning using a variety of instructional techniques and formats, including face to face, interactive technology, webinars, virtual training, and videos, Uses sound judgment in making independent decisions and command exceptional skills in presentation delivery. Along with being able to develop content for presentations and/or training materials in diverse formats. Identifies and describes a range of possible solutions for solving business problems. Promotes and publicizes training classes, workshops and related training functions. Responds to internal staff training and business customer needs. Works closely with subject matter experts to develop course content. Participates in department work groups and external committees to enhance program services. Collects and analyzes information, formulate training and communicate instructions orally and in writing. High standard of professionalism and ownership/responsibility is a necessity.

Required Knowledge, Skills, and Abilities:

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.

Minimum Qualifications: Any combination of education, experience and training equivalent to the following: Graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.
